Summary

Collaborating with the Professional Employer Organization (PEO) and the Yamhill Community Care (YCCO) Human Resources team, the Human Resources (HR) Generalist is responsible for employee relations, tracking and support of leave programs, and multi-state employment law compliance, as well as assisting with day-to-day general administration of recruiting, hiring, onboarding, training and development, benefits, payroll, file maintenance, HRIS entry, maintaining and enforcing company policies and practices, and offboarding. This position requires a high degree of integrity and confidentiality, as well as strong interpersonal and organizational skills, professionalism, and initiative.

Essential Duties

  1. Advises managers and supervisors in best employee relations practices and strategies for managing supervisor problems and employee grievances.
  2. Maintains compliance with federal, multi-state, and local employment laws, regulations, and practices. 
  3. Manages, tracks, and supports employee leave programs by collaborating with PEO.

Job Duties

  • Reviews, tracks, and documents compliance with mandatory and non-mandatory training, continuing education, and work assessments. This may include safety training, anti-harassment training, professional licensure, and aptitude exams and certifications.
  • Assists with recruiting, hiring, and onboarding qualified job applicants for open positions, including conducting background checks, and employee eligibility verifications.
  • Performs routine tasks required to administer and execute human resource programs including but not limited to compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
  • Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff.
  • Attends and participates in employee disciplinary meetings, terminations, and investigations in coordination with PEO.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Works with the PEO in implementing HR project deliverables to include: Employee Handbooks, Job Descriptions, HR Audits, Employee Satisfaction Surveys, Performance Management Programs, Trainings, and other company objectives.
  • Assists with developing and maintaining Standard Operating Procedures (SOP).
  • Works with the PEO team to produce the appropriate leave paperwork and tracks all leaves for employees.
  • Works with the YCCO HR team to ensure leave is tracked and recorded accurately for payroll for all leaves for employees.
  • Attends quarterly safety committee, coordinates with PEO on annual OSHA log for posting and for process set up.
  • Assists with administration of the workers’ compensation process.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.

  • Assists supervisors in evaluating employees’ performance both informally and formally, developing strategies to take corrective action as needed to address areas of opportunity.

  • Participates in the preparation and submission of regulatory and contract required deliverables.
  • Works closely with other YCCO departments, including Health Plan Operations and Compliance to assist with audits; including the External Quality Review (EQR), as needed.
  • Proposes and implements process improvements.
  • Meets deadlines for completion of assigned responsibilities and projects.
  • Maintains agreed upon work schedule with punctual, regular, and predictable attendance.

  • Provides cross-training on specific job responsibilities.

Education & Experience

Required:

  • Bachelor’s degree in Human Resources, Business Administration, or related field.
  • Three (3) years of independent professional experience in human resources as a generalist.

     OR:

  • Any combination of education and experience that would qualify candidate for the position.

Preferred:

  • Two (2) years of employee relations experience. 
  • Two (2) years of experience working with a multi-state employer.  

Certificates, Licenses and/or Registrations

This position does not require any certificates, licenses, or registrations. 

Preferred:

  • Human Resources Certification (PHR or SHRM-CP).
